Yes — Koutchina is free to download and play. Optional in-app chip packs exist, but chips are for entertainment only and have no monetary value.

No. Koutchina is for entertainment only: no real-money gambling and no cash prizes. Chips cannot be cashed out and have no monetary value.
There are no cash prizes. Everything won or lost is virtual entertainment chips.
Yes. The shuffle is provably fair and game logic is server-authoritative — no one can rig the deal.
The majlis
The majlis is a live voice room where you talk and play with friends — as if you're all at one table.
The host has moderation tools: mute, kick, ban and report — to keep the room kind and safe.
